Check the version before checking your turnover

Reviewed on 21 October 2026. HASiL's implementation timeline, updated on 30 August 2026, lists an exemption for annual turnover or revenue below RM3 million. Its general FAQs dated 4 September 2026 explain the conditions. Older articles using RM1 million may be outdated.

If you freelance, sell online or run a small business beside employment, begin with the current official documents rather than a screenshot of an old deadline. Save the version you reviewed and the questions that apply to your business.

Turnover is not the amount left after costs

Build a revenue record before trying to decide your position. Keep sales, platform fees, refunds and expenses in separate columns so you can trace each figure. A platform settlement arriving in your bank account may already have fees deducted. Treat it as something to reconcile, not automatically as the sales figure.

A fictional seller receives RM4,700 after a platform deducts RM300 in fees from RM5,000 of sales. Recording only the payout hides the fee and the original sales amount. This example illustrates bookkeeping, not an official threshold calculation.

Check conditions and all relevant businesses

The exemption is conditional, not a blanket exemption based only on a single sales figure. Review section 1.6.10 of the e-Invoice Guideline through HASiL's FAQs. For a sole proprietor, the FAQ says to include all sole proprietorship businesses owned or registered under that person's name when checking the threshold.

Write down your business structure and each activity before seeking an answer. If you have several registrations or a company relationship, include those details in your query to HASiL or your adviser. Do not divide one person's activities into separate spreadsheets and assume each spreadsheet settles eligibility.

If your business is growing

For eligible exempt MSMEs that reach the threshold, the FAQ describes implementation from 1 January in the second year following the assessment year in which revenue reaches RM3 million. Confirm which commencement and transition provisions apply to your circumstances.

Keep a monthly review point while your revenue grows. Reconcile the sales record, note changes to the business structure and identify who will set up the invoicing process. Early preparation can begin with understanding the required information; you do not need to purchase a system before establishing your obligations.

Keep your income-tax review separate

An e-Invoice implementation exemption answers a question about invoicing obligations. It does not by itself establish that business income is exempt from income tax. Keep the records needed to assess your income and expenses even if you meet the invoicing exemption conditions.

Use the side income and freelance tax guide to organise your next filing questions. A salary-based PCB estimate does not reconcile a separate business's accounts or determine its e-Invoice status.

A practical folder to prepare this week

  • A list of business activities and ownership details.
  • Sales records reconciled to platform reports and bank receipts.
  • A separate expense record with supporting documents.
  • The current HASiL guidance and a dated note of the eligibility questions.
  • A reminder to recheck when revenue or ownership changes.

Refer back to the official timeline and general FAQs before deciding your implementation date. If the rules do not clearly cover your structure, request an answer using the complete facts rather than relying on turnover alone.

Check the official sources

Check the applicable assessment year and eligibility conditions. Calculator estimates do not replace the official schedules or guidance.
