Start with the announcement date

Reviewed on 21 October 2026. The Ministry of Finance delivered Budget 2027 on 9 October. Its official speech announces a personal relief increase from RM9,000 to RM12,000, selected resident rate reductions and wider relief coverage, including AI software subscriptions.

These are Budget announcements. Confirm the applicable year of assessment, legislation and HASiL implementation guidance before using a measure in a return or payroll estimate. A Budget headline alone does not establish that an expense you paid in 2026 qualifies.

Which rate changes were announced?

The speech identifies 18% for chargeable income from RM70,001 to RM100,000 and 24% from RM100,001 to RM150,000. It also announces 30% for income above RM1 million. Read these alongside the full official tax measures and effective dates.

A bracket rate applies to the relevant slice of chargeable income. It is not a percentage to multiply by your entire gross salary. Likewise, a larger personal relief reduces the income used for a calculation; the increase in the relief is not itself cash paid to you.

Keep a separate watchlist for new reliefs

AI subscriptions are an obvious item for people who pay for digital tools, but save the invoice and wait for the detailed eligibility rules. Do not assume every app, business subscription or subscription paid by an employer will qualify as personal lifestyle spending.

Use a short watchlist with four columns: expense, payment date, possible category and rule still to confirm. A receipt can be worth keeping even while the tax treatment remains unresolved. Mark an unresolved item as pending rather than including it in a claim.

Separate this year from next year in your budget

Make one folder for YA 2026 evidence and another for future planning. Put the Budget announcement and your questions in the planning folder. Keep the expenses and income you actually need to reconcile for 2026 together.

For example, Farah pays for a software subscription in October 2026 and renews it in 2027. Those are separate payments to check against their respective assessment years. The fact that the later rules mention a category does not settle the earlier payment's treatment. This is a record-keeping example, not a determination of eligibility.

Use calculators with the correct year and assumptions

Before saving an estimate, note the assessment year, salary, bonus, relief inputs and date. Ask whether the tool has the confirmed rules for that year. The calculators on this site currently target YA 2025/2026; this article does not turn them into YA 2027 calculators.

Avoid reducing your monthly savings or making a new recurring commitment on the strength of a headline saving. Keep a planning estimate clearly labelled until the relevant rules and payroll treatment can be checked. Your own result will depend on your income and circumstances.

Your next steps

  • Save receipts for spending you already need, with payment dates and purchaser details.
  • Check effective assessment years and final eligibility before making a claim.
  • Ask payroll when confirmed changes will appear in its calculations.
  • Revisit estimates when official implementation guidance is available.

Use the YA 2026 year-end checklist for your current-year preparation. Return to the official Budget speech for the announcement itself.

Check the official sources

Check the applicable assessment year and eligibility conditions. Calculator estimates do not replace the official schedules or guidance.
